An underground electrical transformer exploded yesterday near the World Bank, sending a plume of black smoke drifting overhead and prompting evacuation of a handful of office buildings and the Washington Monument. The incident also tangled the end of the morning rush hour downtown. An electrical short caused by the unseasonably cold, damp spring might have fueled the blast, Pepco spokeswoman Mary-Beth Hutchinson said.
